How Family Promise works to end homelessness
Our case workers partner with families to:
- Identify the underlying reasons why a family is experiencing homelessness
- Equip families with the necessary skills and resources they need to maintain lasting independence
- Give assistance in finding a job, medical care, childcare, school placement and ultimately affordable permanent housing
Programs
Family Promise of the Lowcountry Programs
Homeless Prevention Program
We intervene before homelessness occurs, helping families at risk stay in their homes through case management, resource connections, and short-term financial assistance. This keeps children safe and families together.
Shelter Diversion Program
Before families enter shelter, we provide short-term case management and targeted financial help to quickly secure safe housing alternatives. This reduces trauma and keeps children out of crisis.
Shelter Program
Freedom House is the only shelter in Beaufort and Jasper counties for children and their families. We provide up to 90 days of safety, support, and case management to help families move from crisis to permanent, safe, stable, and independent housing.
Housing Stabilization Program
For families coming from the Prevention, Diversion, or Shelter Program, the Stabilization Program provides ongoing case management and short-term financial support. This ensures they remain safely housed and builds lasting stability for their children.
Homeless Prevention - Maintaining Housing is Key!
We help families stay in permanent housing!
Too many families face concerns & fear eviction with nowhere else to turn. Homelessness is a growing crisis and with the scarcity of affordable housing especially in our Lowcountry region, we help families either remain in their homes ORÂ assist in locating homes they can afford.
Our Case Managers will work to address the underlying issues, help create and live within a budget, navigate community resources based on needs, and provide rental assistance on a short-term basis to prevent local families from becoming homeless.
Shelter Diversion - Alternatives to Shelter Stays
We help families find better alternatives to staying in the shelter!
The Shelter Diversion Program is a pilot program for 2026. Families who are experiencing homelessness can work with us to identify options and alternatives to entry to the Freedom House shelter. This can include staying with friends or family, assistance with securing housing, or even transportation costs to relocate to a more affordable area where the family has supports that can allow them to be safe and stable.Â

Stabilization Program – A Pathway to Stability
It’s a hand up, not a hand out. Families in this program need to meet these requirements:
- Located affordable housing
- Secured and maintained full-time employment
- Successfully followed the guidelines of our Programs
- Built sufficient savings
- Able to maintain a safe, stable home for their children
Through this program, families receive ongoing case management, including monthly in-home visits to help address challenges that may arise as they adjust to independent living. We continue to provide Case Management services, along with referrals to valuable community resources and services.
Families in this program may receive partial financial assistance for:
- Security deposits
- Rent
- Utility connections
- Moving expenses
We also help each family to make their home a place of new beginnings
Additionally, we support families by providing basic household items, furniture, and back-to-school supplies to help them thrive in their new home. Support continues for up to one year after exiting one of the shelter programs, ensuring families remain stable and confident on their journey toward lasting independence.
